A. Food Products
1. Edible Oil and White Sugar
Executive Decree No. 16-87 of March 1, 2016, amending and supplementing Executive Decree No. 11-108 of March 6, 2011, establishing the maximum consumer price and the maximum production, import, wholesale, and retail distribution margins for ordinary refined edible oil and white sugar. 3. Pasteurized Milk Packaged in Bags
Executive Decree No. 16-65 of February 16, 2016, amending and supplementing Executive Decree No. 01-50 of February 12, 2001, establishing production prices and distribution prices at the various stages for pasteurized milk packaged in bags. (Official Journal No. 9 of February 17, 2016).
Price: 25 DA per 1-liter bag.
Other packaging formats are liberalized.
4. Bread Flour and Bread

5. Drinking Water and Sanitation
Tariffs are established by Executive Decree No. 05-13 of January 9, 2005.
Agricultural Water
Tariffs are established by Executive Decree No. 05-14 of January 9, 2005, defining the pricing procedures and applicable tariffs for water used in agriculture.
B. Services
1. Passenger Rail Transport
Executive Decree No. 98-269 of August 29, 1998, updating passenger rail transport fares operated by the National Railway Transport Company (SNTF).
Fare increases:
Main railway lines : +10%
Suburban railway lines : +20%
2. Rail Freight Transport
Executive Decree No. 98-329 of October 13, 1998, updating freight transport tariffs operated by SNTF.
Tariff increases:
+15% from January 1, 1999.
+10% from July 1, 1999.
3. Taxi Passenger Transport
Executive Decree No. 02-448 of December 17, 2002, concerning fare ceilings for taxi passenger transport.
Maximum fares:
Per kilometer: 10 DA
Initial fare: 15 DA
Waiting charge (15 minutes): 20 DA
Luggage over 15 kg: 6 DA
Shared taxi fares:
Inter-municipal and inter-wilaya: 2 DA per kilometer per passenger
Urban shared taxi: 3.50 DA per kilometer per passenger
4. Road Passenger Transport (School/Employee Transport Services)
Executive Decree No. 96-39 of January 15, 1996, establishing fares for road passenger transport (transport service).
5. Social Housing Rents
Executive Decree No. 98-237 of July 28, 1998, increasing rental rates applicable to state-owned social housing, local authority housing, and housing owned by public institutions.
Rent increase: 20%.
C. Industrial Products
1. Cement
Executive Decree No. 09-243 of July 22, 2009, establishing maximum wholesale and retail margins applicable to packaged composite Portland cement. (Official Gazette No. 44 of July 26, 2009).
Executive Decree No. 07-310 of October 7, 2007, establishing annual electricity and gas consumption thresholds for eligible customers and the conditions for returning to the regulated tariff system.

Additional regulations:
The crude oil refining margin established by Executive Decree No. 05-17 of January 12, 2005 was liberalized by Executive Decree No. 06-06 of January 9, 2006.
Rules governing the publication of petroleum product prices were established by the Interministerial Order of December 5, 2002.
3. Natural Gas
Executive Decree No. 10-21 of January 12, 2010, amending Executive Decree No. 07-391 of December 12, 2007, establishing procedures for determining the pre-tax selling price of natural gas on the domestic market.
Executive Decree No. 05-128 of April 24, 2005, establishing domestic natural gas transfer prices.
Transfer prices:
Electricity generation and public distribution: 780 DA/1,000 m³
Industrial users (including self-consumption by liquefaction and gas processing plants, refinery needs, and pipeline transport activities): 1,560 DA/1,000 m³
Electricity producers without a gas and/or electricity transmission network: 1,560 DA/1,000 m³
4. Compressed Natural Gas (CNG) for Vehicles
Executive Decree No. 05-313 of September 10, 2005, establishing the retail distribution margin and selling price of compressed natural gas (CNG) used as vehicle fuel.
Distribution margin: 8.49 DA/Nm³ (equivalent to 1.75 DA/liter)
Selling price: 15.72 DA/Nm³ (equivalent to 3.25 DA/liter)
II. Regulated Margins
Medicines for Human Use
Ministerial Order of September 28, 2009, amending and supplementing the Ministerial Order of March 6, 2008, establishing the reference prices used as the basis for reimbursement of medicines and the procedures for their implementation.
Executive Decree No. 98-44 of February 1, 1998, concerning the maximum margins applicable to the production, packaging, and distribution of medicines for human use.
Maximum margins:
Production margin: 20%
Packaging margin: 10%
Wholesale distribution margins: degressive rates ranging from 20% to 10%
Retail distribution margins: degressive rates ranging from 50% to 20%
Additionally:
The reference prices used by social security funds for medicine reimbursement are established by the Ministerial Order of September 28, 2009, amending the Order of March 6, 2008.
